2010 U.S.-Japan Civil-Military Disaster Assistance Workshop

Peace Winds America, along with the U.S. Embassy in Tokyo, USAID Office of Foreign Disaster Assistance, and Japan International Cooperation Agency co-hosted the 2010 U.S.Japan Civil-Military Disaster Assistance Workshop on March 25 and 26, 2010. The two-day workshop was designed to strengthen humanitarian assistance and disaster relief (HA/DR) in the Asia Pacific by increasing collaboration and cooperation between the militaries of Japan and the U.S., and between militaries, governments, NGOs, and the private sector. Participants presented case studies, best practices, lessons learned, and strategic/operational/tactical considerations, and conducted group simulations and modeling. Our participants indicated the Workshop was particularly helpful in highlighting the need for increased communication and coordination between the military, government, and NGOs working in disaster response, and identified multilateral training exercises as one potential way to foster greater cross-sector collaboration. In addition, the Workshop emphasized the importance of a needs assessment and exit strategy in the planning and pre-deployment phases of disaster response to ensure an appropriate scope of mission, and a clear indicator of success.
